Inactive I can't startup any of my anitvirus programs

You guys had a thread about
Viruses/Spyware/Malware Removal Preliminary Instructions
and it said to start a new topic here. so, I hope you can help me.
the problem is that every time I try to startup an antivirus program, a text pops up, saying that this application has been blocked for my own protection. so I hope you can find out why. thanks!

Please, observe following rules:

• Read all of my instructions very carefully. Your mistakes during cleaning process may have very serious consequences, like unbootable computer.
• If you're stuck, or you're not sure about certain step, always ask before doing anything else.
• Please refrain from running any tools, fixes or applying any changes to your computer other than those I suggest.
