ICS/Firewall Won't Operate

Hi

"Windows cannot start the firewall/internet connection sharing (ics) service"

I've read an older thread in which another member had the same problem. I've already tried all the first solutions proposed to him and none work (enabling various services then restarting etc) and I have no other firewall or spyware that runs continuously in the background. I've also tried resetting the winsock using the "Netsh winsock reset" command (which apperently fixed the problem for some others) -- Unfortunately no luck...

It was working just a few weeks ago, but I rarely ever use it -- so can't say when it started or what may have caused it.

I've ran out of ideas... any help is much appretiated.
I have windows xp SP2

run->cmd
enter services.msc

the following services MUST be running for ICS to be able to run:
  1. Network Connections
  2. Remote Procedure Call (RPC)
  3. Windows Management Instrumentation

set each of these to Autostart and then manually Start each (if not running)

then move down to the Firewall/ICS and start it
