Iexplore.exe problem

When opening this new program, I get the microsoft internet explorer problem. I get 'Iexplore.exe' file to continue to execute thereby causing me to have to cut my PC off before using it again. How do I get rid of iexplore.exe errors in an effort to keep it from executing so I can do my work. This happens everytime I try to use this program. I just keep getting flashing screens with no way to stop them without hard shutting my PC down. When I open task manager with the screens flashing, several iexplore.exe files are generated one after the other in processes. How do I get rid of this scenario.

If it's another Browser,run Set Program access and defaults (Custom tab)
