Is it legal to use PDF password remover

    I downloaded a PDF document from the Internet, but when I intend to open the file, it showed me a message to type the password, I don't know the password, so how can I view the file?

    I also searched the Internet to find some tools to remove the password from the PDF, and indeed, I find some. But my question is whether it is legal to remove the security from a PDF with such PDF password remover?

    If the PDF is a Public document or you are authorized/licensed to posses it go for it. Stripping the DRM off, though, is not.

    Thank you for replying. I think that PDF file is a public document, so I at last remove the password from it to view the file.
