Is it safe to run pc without UPS?

If you have a PC with, say, a dying hard drive which causes it to lock up, a forced power off my just be the last straw for the drive and it never boots again. It is a risk you take, but in truth it was probably going to happen anyway. The lesson is to know your PC and do not ignore changes in behaviour - little glitches maybe clues to something developing. And always take backups at least daily.

Pulling the power cord can corrupt system files and data, which is the part the computer is intended for.
Ouch! Sorry, but I would never let you near any of my equipment. This is a very
desperate act and is highly likely to cause damage if the disk is operating.
 
Do modern hard drives still 'park' the heads when powered off? I remember there used to be an option to do this and minimuse head to platen contact but have not seen it for years - had sort of assumed that the modern drives parked them automatically.
 
key word here is 'powered off'.

my laptop will stop the HD rotation while idle for xx seconds, but that is not the
same as powered off.

I believe your statement is correct however :)

If you experience power cuts in your area or your PC occasionally locks up then a UPS is essential! If not, then at least run a scandisk with the fix option everytime there's a power failure as I can promise you your HDD will eventually fail - it happennned to me!

Power cuts don't just effect the data you were working on - they can & DO effect your HDD. UPS for me everytime, my investment is totally protected.
