Is there a master or administrator password on Windows 7?

Is there a master password that lets you log into any accounts, even if there is a password on it? Also, is it possible to change that password on Windows 7 ultimate edition? I have looked online and there are not many help topics on windows 7, but they do say that there is one.

Administrators password by default is nothing.
