is this a bad cpu/gpu temp?

is a cpu temp of 96F and a gpu temp of 49C bad because I want to know if i should get new fans for them?

What speed/model of CPU and GPU?

Otherwise, generically speaking, 96F is just fine for a CPU. 140F is very hot, and more is burn out.
As far as GPU, in relation, it seems pretty good.

Is that temp under load? Or just after booting up or what? Test the temp after playing a game for 15 minutes or so.

Those are fine temps. I assume they are idle temps. Load temps, should be higher.

If the load temps are too high, you might need a new fans for them.

Like I said, those are good, idling temps. You should be more interested on load temps

Your CPU temp seems great, my Athlon 64 3500 is usually around 105-110F
