LAN internet connection failed. Have tried everything

I can't connect to the internet all of the sudden. I have limited or no connectivity due to the fact that a network did not assign a network address to my computer. It shows that i'm sending packets but not receiving any. I live in an apartment so i don't have a modem since the apartment complex provides the internet. I know the internet works b/c it works when i connect my laptop via lan, so it's definitely my main pc that's the problem. I checked and it says the device is working properly. I've tried rolling back drivers, updating drivers, re-installing OS, using alternate OS, but still no internet. Somebody please help me.

We need to know computer brand and model, or hardware setup to assist you.
Do you have any red or yellow flags in the Device Manager?
