Laptop won't turn if charger is attached

Laptop won't boot if charger is attached

I have a weird problem on this Toshiba Satellite L300 laptop. It doesn't boot whenever it's charger is attached. The charger has no problem bcoz it charges the laptop (only if the laptop is turn off), but Windows can't boot while it is attached.

These are the scenarios:

1. Only battery is attached = Laptop boots and works fine
2. Battery and Charger attached = Laptop wont boot; Right after the POST when Windows starts to load, Laptop restarts.
3. Only Charger is attached = Laptop wont boot; Right after the POST, when Windows starts to load, Laptop restarts.
4. The laptop is running on its battery (already in Windows), but whenever I attach the charger, the laptop turns off, and then charging LED turns ON. Looks like it can't supply power in Windows state.

It's OS is Windows 7.

What parts of the Laptop should I check?
Is this a Software or Hardware problem?
 
The AC charging circuits on the laptops motherboard are damaged. This means that the motherboard will need to be replaced
 
I have similar problem in satellite L300 model

Disable processor may solve your problem

for boot in safe mode, restart your laptop and keep tapping F8 key until a list of booting option appear
>> choose start window with safe mode
>> go to device manager
>> go to processor right click mouse and disable
>> restart the laptop (normal startup).
