Off of eBay I bought one for about 350$. It was a..

    IBM Laptop

    Pentium 3 900mhz

    256mb Memory

    20GB Hard drive

    14.1" LCD Screen

    Dvd Rom

And it works great. So basically, Id say you should pay about.. 250$ - 300$ for what you are looking for (Used laptops, ofcourse). Hope this helps.

If price limits you to this boat anchor, I guess that's what to expect.
However, if you're buying a system, why not look for something you can keep
and expect some useful life from? I would look for
    512mb ram
    at least 40gb HD
and at least 1.0 ghz processor
with 2 or more USB 2.0 ports
This will give good performance and you can install XP to get some service for some time to come.
My Toshiba mx35-s161 was on sale for $900 with a $150 rebate.

I would go shopping for something better
