What exactly is a PCI 5.5 card?

Probably means the PCI 2.3 or older specification (Wiki link). Since PCI 3.0 no longer supports 5V cards.

May I ask, why you specifically need this?

    Edit:
Another Question, which computer do you have again? Dell 750 brings up a few different PC's

It's probably a Dell Power Edge 750... From the specs it seems kind of old

    Let me clarify my question

This is the deal. We have an old PCI card (5v 32 bit) that carries proprietary functionality needed to execute an application.

Since we did not have any server with a PCIe slot available at the time we had to requested the PCI model of it.

Now that there is an opportunity to upgrade the server, we need to replace an old Dell PE 750.
So the requirement is basically to be able to have at least one slot that supports PCI 5v by using a riser card or embedded on the board or any other means.

Does anyone have any ideas on the server I should pick up to meet my needs?
