Low FPS on games

So I recently got a new pc, the rough specs are gtx 1060 gb, i5 8500 and 16gb of ram. First game I downloaded is pubg and it runs fine but any other game that I try to run has dreadful fps even in the menus.
The games are Warframe, Borderlands 2 and Totally Accurate Battlegrounds. using the system monitoring app CAM I noticed that my cpu temperature goes up to 70 degrees celsius even though im in the menus while gpu stays cool,after closing the game ram goes up a bit. Also probably worth mentioning my idle ram usage is 3gb and windows and drivers are up to date.
Hopefully someone can help me out and that I gave a thorough and accurate description.

New machine...hmmm. If it were mine, I would gather some stats - like the FPS for gtx1060 (3gb?) for the games you mentioned as published in articles and bring that with your own tested fps to the attention of your vendor.

Oh, check your warranty to see how long before 'new' is over.

Well I have 1 fps and the pc is 3 days old but I dont think its hardware since it runs player unknowns perfectly but cant any other game

One frame per second is a series of stills. Whether hardware or software, there is something quite wrong. Could be malware. Could be a driver. Could be bad storage (HDD or SSD). Could be RAM. If you do not have a firewall and antimalware, then I would look for malware. When a machine is only 3 days old and behaving as you described, it would make sense to consult with the folks who made it.
