    Yeah especially because the Windows 8 tablets will be arriving soon, and maybe Windows Phone will develop.

    Ya, this is a very strange title. I think they posted a record quartly revenue with that 20.9 billion. Microsoft always spends big money in R&D, so I think you are focusing your attention on the wrong thing. Microsoft is A-OK.
