Minimum and recommended req of a game

What exactly is meant by minimum req of a game that is published officially?
I mean if a person has exactly that config(inc cpu,gpu,ram etc) then at what resolution and settings should he be playing and how much fps can he expect?
Similarly please explain the recommended req of a game

Well, the minimum and recommended requirements of a game are just guidelines as to what hardware you will need to play at good frame rates.Usually minimum requirements mean you can play at lowest settings and still get a playable frame rate. Dont get exactly what the game requires, do your research and get a card in the same category that offers the best performance in your price range.

That is what you want to aim for. If you can get better hardware for the same price range, then go for it.

Required: Ability to play the game.

Recommended: Ability to play the game on decent settings, e.g. not looking like it's from 1995.
