Missing rundll32.exe and Control panel?

I'm missing my rundll32.exe. I don't know what else to do, as I've tried to reinstall it using the Windows CD and I've also ran the command:
expand D:\i386\rundll32.ex_ c:\windows\rundll32.exe
I'm at my wit's end. I need to be able to access my add or remove programs in order to delete some dysfunctional program son the computer. I have a HijackThis log if it's helpful. At this point, I'm out of ideas.
Any thoughts?
 
Do a system file check to repair/replace any system files

Go to Start/Run and type in "sfc /scannow" (without the quotation marks and a space between the sfc and the /scannow) and hit the Enter key on the keyboard and have your Windows installation disk ready.

If during the scan it prompts you to insert the disk you know it needs it to repair or replace some system files. If not then all was good in with the system files.

This may replace the missing dll file. Hope it helps
