Have you checked both ends of the connection on your monitor, power and signal?.
Does the monitor make any sound when restarting ie like its degaussing?.
After the monitor is stable try tapping it and moving the cables to check for loose/broken connections.

From your specs it looks like you have onboard vga, if not remove and reseat the graphics card.

If all else fails try a friends monitor on it :)

    Good Luck
