If your video card is an addon card plugged into your computer's motherboard it may have become loose inside. (ie you may need to remount the internal video card securely)

If you video card is onboard, ie part of the main internal motherboard. I would suspect that one of the pins, either on the motherboard video connector, or on the monitor, has been pushed in slightly. (not creaing proper contact)

Otherwise it could just be a faulty monitor

CRT or LCD, VGA or DVI?

    Yep Kimsland, sounds like hardware.
If CRT - blue gun is going out
IF LCD - Blue Channel is going out

    Could be
cold solder joint on blue connector of Video OUT 15pin D-Sub.
broken/loose video cable wire - at either end.

But also be color temp not set correctly- but I doubt it
