My PC won't turn on after a power cut

any help would be appreciated and apologies for not being able to provide a PC spec other than I have a Dell Dimension 8100.
my pc is connected to the mains via surge protector which i thought was the point of it but since a power cut last night my PC gets no further than the Dell logo before the cursor just sits and flashes in the top left corner of my monitor.
any ideas what might be the problem so i can maybe try a replacement part rather than a brand new PC?

A serge protector only protects from power spikes. For power cuts you need a ups or uninterruptible power supply.
