Need help protecting another forum im on from scammers

    so im on another forum (as most people are) and there is this guy that we found out is a scammer who tries to sell things but never actually ships product.
    so the admins banned him. turns out he came back.
    i suggested using and i.p. band and the mod told me he has used at least 15 different i.p.'s on his newest account.

    so how can we keep this guy from comin back?? is it possible?

    have them report it to his ISP

    Almost all ISP have an abuse email adress that you can lookup -> google -> whois domaintools -> plug in his IP address
