New board new assembly same problem Dell CSx will not boot

New board ,and new assembly on an old Dell CSx however my previous problem still exsist,it will not boot. There is response from the indicator lights, A\C cord seems to be in good condition ,battery also seems to be good. any suggestions?I would be thankful for anyones ideas or help.

You're 100% certain the AC adapter works?

matter of fact it was bad ,however i was able to replace it with a good AC Adap.and still nothing happens other than the LED s light up blink a few times then nothing
