New PC Problem install OS

I was wondering if I get some advice from you regarding a new pc that I have built containing the following parts.

Gigabyte Pentium 4 Titan Series GA-8IG1000 Series
Maxtor Serial ATA Harddrive 200 GB
DVD ROM
DVD RW
256 MB DDR400 RAM
P4 3.01 processor
Sound Blaster 6.1 Soundcard

I bulit the system. Then I powered the system up and it works fine, it dected all hardware no problem, but when it comes to installing a XP or 2000 Server, it start going through the install process, and at a certain point in install the CD stop spinning and the nothing happens after that.

I have tryed it with out any PCI card like the soundcard but the same thing happens. The hard drive has be formatted.

I wondering if it could be any of the following.

The RAM
The Serial ATA hard drive

Did you get to F6 and install drivers for the SATA?
How did you format the drive?
You may have to try copying the Winows disk to a partition on the drive and run set up from there.
can you describe when the install stops, and is it the same spot?
