No format floppy disk 720Kb in XP?

I have installed Win XP Pro on my PC at work. I often need to format a floppy disk to 720KB to use in our wire edm machine. I have found that XP does not provide that option. Is there a freeware program that can do this?

XP can not format 720KB by design, can only read/write it.
