No internet connection after start-up

Sir/Ma'am,

After start-up there is no internet connection, but when you wait for a several minutes or if you restart the computer there will be an internet connection. Since my IP Addresses of my PC's are manually configured the connection in the task bar says "Status : connected", but no internet connection. I've been using a TP-Link TL-R402M router and D-Link DES-1016D switch hub for six months. Now i'm checking the cables that are connected to my switch hub.

Are there any solutions regarding this problem?.
Please help.
