Did you change the BIOS configuration that tells your comp to boot from HDD. Comp seems to be set to boot from the disc/cd. make sure that the comp is set to boot from the HDD. Some computer displays a dialog that says press any key to boot from disc/cd. if this appears (after format and restart) ignore it and comp will boot from HDD, thus allowing setup to continue.
are u press any key when it gives the reference, if u are it will start over a hundred times if u hit it that many times.
