Nvidia GeForce 8400 GS performance

I have a nvidia geforce 8400 gs & i am running win xp 32 bit. Will my video card perform better under windows 7 or any other OS . Does OS affect video card performance . I am new to computers please keep the reply simple.

OS would not improve your graphics performance.

however, newer or third-party drivers may improve performance slightly.

Will it make any difference if i play the same game on different OS will the game performance change.
