Oblivion Mod Problems

Okay, I exract the mod to a folder, then put all its contents into data directery for oblivion, when I start oblivion it shows and I can check the mods, but when I go to play they aren't there,like the dreadweave armor in the old tume thingy or the guy who sells conuration spells at the statue, hes not there and the armor isn't there.

You may also need to use the Oblivion Mod Manager to ensure the mod works properly.
