    Do you already have a web host and domain? Just grab one of the many free templates available. It's very easy to create a site based on an existing template.

    Ah, maybe I misunderstood. You just want to create web pages but not publish them on the web? I use programs like NotePad++ for websites, nothing flashy. Just learn HTML, CSS, PHP and you're good to go.
