Partition shrinking issues (Win 7)

Good afternoon, I have one harddrive that used to be an external sata drive. It's a 250GB. My laptop crashed recently and I used this harddrive to get my laptop to work. I originally had two partitions one 14GB the other 230GB. The problem Im having is that when I try to shrink the second partition (250GB) it tells me that I can only shrink 5MB and I have about 90 GB free. Can anyone help me with this?

I'd say it's a limitation of the Windows Disk Management Partitioning software. Grab a 3rd party partitioning program: Acronis Disk Director, or Gparted. what has to occur is data on the larger partition has to be moved toward the end of the drive. Then the extra space at the beginning of the larger partition can be allocated to the 14GB partition at the end. does that make sense? Hope this helps!
 
Both programs are excellent, but recently Acronis Disk Director has been glitchy in Win 7 ever since the service pack update.

I would recommend using Gparted personally.
