I replaced my cpu, and ram, and my computer boots up fine, but it keeps saying new hardware found, and brings up the install wizard for PCI device. When I check my hardware, under device manager, all PCI devices have a ? beside them, and none of my USB ports will work. Any suggestions?

Try running Windows Update and let it detect your hardware and offer you suitable drivers.

This is because the drivers for those hardware are not installed or a problem with the drivers. Try running Windows Update as Rabbit01 mentioned or if you have the drivers on a CD install them.
