Problem Solved Uninstall Every Defragmentation Program - "Windows Xp Solution"

I suggest installingor reinstalling it that you will be disconnected from the internet
1 uninstall Every Defragmentation program Including Perfect Disk,
2 Delete Raxco C:\Program Files\Raxco folder, Restart computer
    3 Install Raxco Perfect Disk
4 Now you can defragment other partitions :) I just checked
5 Do not use "defrag only-The last option", You can't still use that option
6 You can do disk cleanup on other drives as well
This is for Windows Xp :)
No Need to delete registry keys
You may only have one defragmenter installed on your computer, The defragmenter windows provides may stay, just don't install other ones  I also double check what kind of anti virus you have
    It worked for me :)
Follow these steps and you will be fine :)

you might also try after update

Download update from the Raxco website, then restart computer after update has finished do not click finish
That will require you to uninstall the defragmenter like I said in the tutrorial
I am not sure if you are able to download update from raxco site hmm
