Permission problems even as administer user

When I try to do certain things(like adding the new task of explorer.exe or control panel to uninstall things) on my computer, even under the administer user, it gives me the message.... You may not have the appropriate permissions to access the file.

I had problems after logging in on my computer. It only gives me my background + mouse cursor.

I've tried the UPDATED 8-step Viruses/Spyware/Malware Preliminary Removal Instructions. For step 4, when I try running the install file for malawarebytes, it lists it under processes but not applications. It doesn't show the install screen for it.

my other thread under the virus/malware removal if it's of any use.

    Thanks in advance.

your virus has locked you out. once the virus is removed you'll need to add permissions back to your account particularly the c:\windows\system32 folder.
