Power Option to turn off display when the Sleep or Power button is pressed

Can anyone help me figure out what is going on with the power management here? I have my laptop set up to where, supposedly, if I press the power button it turns off the display. That works. However, after just a second or two, the display is turned back on. This happens on both my Desktop and Laptop.
 
I would not expect Windows to have any such facility as to switch off the monitor on the power button of the PC.

The only times when one might want the monitor off but the PC continuing to work would be if the PC is doing some 24/7 tasks such as receiving and sorting emails or running some maintenance task or other. In those circumstances one can set the monitor to power-off after a certain number of minutes. That is done via power-saving options. Anyway, what is wrong with the power switch on the monitor?
