Power up without CPU installed?

Just a quick question im new to builds.

o- Do you actually need a cpu installed to power up the psu and power switch or can you start it up without one.

You can fire up the PSU without a motherboard or anything else by simply shorting the green wire to any of the black wires with a paperclip or similar piece of metal.

A motherboard should not work without a CPU brain, so I'm not sure what you could gain by turning on the board without a CPU.
