Problem with laptop power system

Good day everyone,

A friend of mine brought a laptop (Compaq Evo n610c) to me for check-up, and this is what I found out.

1. The laptop cannot start without AC power even when the battery is inserted.

2. The battery is not charging at all.

3. When you unplug the AC power cord leaving the battery in the laptop, there is some noise coming from somewhere near the battery. The noise is audible when the laptop is shut down.

I need help to locate the exact problem and ways of solving it.

Cant work, I have tried with several other batteries that are working on other laptops.

I was thinking that its possible there is a problem in the mobo. The noise is about 2-3cm away from the battery.

Also when I do the battery power check (by pressing a certain area on the battery), only 1 dot lights up, blinks several times then goes of.
 
Converter Board

After going through lots of options, I identified the problem to be from the dc-dc converter board.

So far, I have been unable to get a replacement part and was thinking of trying to repair it.

I wanted to know if it is possible for the converter board to be repaired or could I be wasting my time and how can I go about it.
