Programs unwilling to install

The programs on my computer will not install or uninstall it just says that the install and uninstall programs don't exist on my computer. Ive done all i can think of to fix it but i have no clue what could be the issue. So if anyone has any advice on what i can do other that reformat i would like to know

It could be you are infected. I suggest going to the Virus and Malware forum here at TechSpot and read the three stickies by Julio that are located at the top of that forum.

If there are certain directions that you don't unsderstand just ask away and someone should help.
