PSU causing 100% fan speed

Hello, I bought a new 600w Ocz MoxXStream-pro Psc the other day. I set it all up correctly, then it on then slowly increases after it asks me to press F1 to continue the fan speed increases then hits 100%. Windows loads up and all that. So I checked everything over, put new thermal paste in. But still the Cpu fan is hitting 100% speed. This really concerns me... Please, can anyone help me? I put in the old Psu and everything runs fine.I really don't understand...

System Dell xps 420, Evage 650Ti, 750gb Hdd.
 
Don't know about the xps 420, but many Dells have proprietary PSUs and motherboards with connectors that may or may not conform the the standard ATX specs for pinouts. Check the Dell website or google it, someone has undoubtedly run into this problem before with the xps 420. Also could be faulty PSU causing mobo to go into survival mode.
