Safe Mode Inoperable

Hey I have a big problem (I think)...
Whenever I restart WinXP in Safe mode, it screws up...

Right after I click "OK" to continue in safe mode (or before I even get a chance to click it) the desktop icons and start icon disappear. I'm just left with the black desktop and "safe Mode" around the edges..
does anyone have any idea why?

I recently had to do some stuff for spyware, but I was forced to do it in normal mode

I'm guessing explorer.exe didn't load..

Press CTRL+ALT+Del (task manager) and go to your Processes tab. If you don't see it there, then create a new task and type in explorer.exe

Otherwise, you can try repairing windows and/or do a sfc /scannow in command box (you'll need access to winxp cd of your OS)
