Server 2003 refuses to create security group, why?

Okay, so I'm trying to set up a security group on a Windows 2003 server, and the thing is not allowing me to do so. I go to the Server Management console, and then I go to Active directory Users and Computers, and I click the link to the "Add new security group" wizard, and it does open the wizard, but I click "next" and it just closes the wizard. Why would it do that? It doesn't even return any error at all... just closes the wizard and sits there.

Yes, I logged onto the machine as Administrator. I don't think the thing can object to that...
I read somewhere that it was something to do with Data Execution Prevention, or could be at least... am checking now.
Also rebooting server... (for the 3rd time...) to see if that helps... (Hey... it IS windows...)
