Services used to block processes

Is there any services/utilities in windows xp or any applications out there that prevent specified processes from running on your computer at any time, not necessarily startup? Like, for example.. if I never wanted to have "mspaint.exe" running on my taskmanager could I have it blocked permanently so it could never run?

This works for Services, but if you wanted to stop Notepad.exe, this would not work
as it and a great many other programs are not services.

If the program of concern accesses the Internet, then a good firewall (Comodo, SunBelt)
would be able to stop the network access and even halt the launch of the program when properly configured.
