I have a problem, I did what was said and my CPU is still maxed out, some programs, svchost.exe and Windowsmediaplayer_codecs.exe use up my CPU, I disabled them and they come right back within 15 seconds. Please help me..

Windowsmediaplayer_codecs.exe is malware. You need to read and follow the instructions here.

One other thing to check for, and this happened to my last computer, is to make sure that your core voltage is set to the CPU recommended setting. I had an ASUS mobo combined with a AMD Phenom II X4 and after about 3 or 4 months, EVERY time I rebooted my PC, the system would always override the Vcore voltage to unstable levels. I had to download ASUS PC probe II to manually stabilize my Vcore. I can't say what was to blame, but since upgrading to an 8 core FX with the same MB (and an updated BIOS), the issue has not re-occured.

THANK YOU SO MUCH! holy crap who knew that a faulty freakin power chord would be the problem....(took far too many man hours of program/system research and two clean installs and finally reading your comment to figure it out)
