Slow fps in games

sometimes when i play warcraft III the game slows down and then after like 2 mins starts to go fast and then after 2 mins slows down and so on. also when i play delta foce extreme: the fps is low and it only gets high if i look at the ground and start walking from there. this usually happens in most first person shooter ( look at the ground and the fps increases, look up gets slow) here is my cpu settings:

Your laptop cannot handle 3d games, because of its integrated intel graphics. If it had a dedicated NVIDIA or ATI card it would work much better.
 
NFSFAN is right, your laptop isn't fit for this type of gaming. If you haven't tried making sure the details are set to the lowest, try that.
