The Lost Chord

I have come here before and recieved fantastic support for my PC, and I am back with the same PC but with an entirely different issue.
I feel like this PC is running many things and it just feels very slow for no reason. For instance, clicking Start in the lower left hand corner takes a second to pull up...sounds quick, but it should be instant like my crappy old PC in the basemeant.
I am running 38 processes on this, and 28 on my PC downstairs, I cannot seem to be allowed to rid of any more on this PC. I try playing a game I love, "Scratches", and it takes longer to load on this PC which has a better graphics card, sound card and overall everything. Why!? The game also crashes time to time.

My computer specs are as follows:
Windows XP Service Pack 2
Pentium D CPU 2.8Ghz
1.00 GB RAM
Radeon X300/X500 Series Graphics Card
Radeon X300/X500 Series Graphics Card Secondary
Creative SB X-Fi Sound Card
All drivers and Windows are up to date.
