[Solved] Installing Win10 Pro FPP problem

I just got a new Win10 Pro USB FPPversion.

However, the monitor showed "windows Boot Manager"

File: CI.dll

Status: 0xc0000098

Infor: the operating system couldn't be loaded because a required file is missing or contains errors.

My computer is New build which built today.
Ryzen 1700, Prime x370-Pro, 16GB Memory.

anyone have solutions ?
or Do I have to return it to the seller ?

I just got a new Win10 Pro USB version.

Be specific.
Did the computer have an operating system already on it ?
If so, what OS ?
Were you trying to install Win10 Pro from a bootable usb ?

While waiting for a reply from you I will relate how I installed Windows 10 Pro.
I already had Windows 8.1 Pro installed.
And a Microsoft Account.
I used the Media Creation Tool for Windows 10 to put an iso of it on a 64 GB usb drive.
I used 7-Zip to extract the iso to the usb drive.
I clicked on the setup.exe file that had been extracted & Windows 10 Pro proceeded to install with no problems.
 
First of all, my pc's harddrive was from the old computer which is SSD.
It was Win7 Installed but the mainboard and cpu were different.
I have to uninstalled them by using "Media creation tool"

I found article of create "Media creation tool".
Of course, I made another Win10 Pro USB.

I was happy to continue the steps, however
I stop it after format the main HDD.

I did not continue because I suspect "CI.dll" was missing from USB that was from seller.

Currently I want to know following;

1] Is there other solution that fix Win10 Pro USB FPP?

2] I want "not broken Win10 Pro USB" , should I return it to retailer ?

First of all, I contact retailer about the current problem; The retailer told me that he doesn't know if this issue was my hardware or Win 10 Pro FPP. Also, he suggested me to contact the Microsoft.

Therefore, I contact the Microsoft directly. As a result, they will send me a New Win 10 Pro FPP.
So what happened my broken Win 10 Pro FPP ?
They want me keep it.

The Problem is solved.

If someone who will have the same problem as me,
I want you to contact the Microsoft in your country.
