Split screen on laptop

My laptop screen is in two parts. The bottom half is on top and the top half is on the bottom of the screen. Its like a old tv with vertical hold and the screen stopped off center so you see 2 halves. I cant get it back to normal. I tried updating all video drivers and still the same problem

Get into desktop properties, settings and make sure the video adapter is set at 60Hz refresh rate... An OS repair may be needed. Does the booting screen display normally?
