Steam 1303 error help

every time i try to install im keep getting this error on steam can someone help me it says
"Error 1303 the installation has instufficient privileges to access this directory : C:/program Files/Steam. The installation cannot continue. log on as administrator or contact your system administrator"

and i am administrator so can someone post back thanks

Right click, and run as administrator.

umm that dnt comes up.
is that window visa cause i got window xp home

Err. Okay. It's been a while since I've actually used XP. So, uh..

-open Windows Explorer
-right click and choose properties
-click on Security tab
-under Group or User names, add Administrators & SYSTEM. Make sure both have full control. (make take a few moments on each one.)
-after both now show in Group or User names, click on Advanced near the bottom.
-make sure Administrators & SYSTEM now show there aswell.
-click on Owner tab.
-click Administrators and check the box (Replace owner on subcontainers and objects)and apply.
-Try your install again.

I looked around and found this. Try this, and if it doesn't work I'll just wait for somebody else to jump in.
