Inactive Strange network status (billions of packets)

Hello everyone!
I have an issue with my server with WinServer2003 on board.
After restarting my network connection status shows millions of packets that were being sent per second.
Do you have any ideas how I can fix this?

Make sure, you PASTE all logs. If some log exceeds 50,000 characters post limit, split it between couple of replies.
Attached logs won't be reviewed.

Please, observe following rules:

I have made all 6 steps from your instructions.

As about step 5: DDS - I can not start the script. DDS does not support WinServer 2003.
