Streaming Audio?

Does anyone know how I can stream audio on my site? I want to start an internet radio program, and I want two different things:

1. Live audio. I talk, it is played on my site immediately.
2. Looped audio. Let's say last night I whipped together an mp3 of 40 songs with some commentary. If you come to my site to listen, it will not start at the beginning. It will simply continue how it has the whole day. And then it will repeat.

Like real radio. Is this doable?
