Stuck at POST screen! BIOS won't load!

When I start my computer with windows 7 on in. It loads the BIOS and it stops half way through the loading screen. It does not load far enough for me to press <F2> to enter BIOS setup. Or to press <F12> to get to the boot menu. When I take out my hard drive, and run win 7 on the cd everthing loads fine. But first I have to unplug the SATA cable to get the pc to run on cd.

What I want to know is how to fix my hard drive. Do I have to buy a new hard dirve and start over?
