Stuck on Windows XP loading screen

I have Windows XP Home Edition on my pc. I went out and came back home to find my pc off, which I knew I left it on. When I tried turning the pc on, it would go to the Windows XP screen with the loading bar, but it would just keep loading and never go past the screen. I tried booting in safe mode, bust still got nothing. So I tried reinstalling XP, and it fixed the problem. A few hours later I came back to my pc and took it out of standby, and everything was frozen. I rebooted manually and when got to the loading screen it wouldn't go past it again. I am able to boot i safe mode now, but loading XP normally and Last Known Good Configuration will not work. I can't even burn a memtest Cd because it won't let me do so in safe mode.

Things I have tried:
ChkDsk
Bootcfg rebuild
FixMBR
Reinstalling OS
Removing all USB devices, leaving only keyboard, mouse and monitor attached.

I'm not really sure what could be causing the problem, but if you could help it would be greatly appreciated.
