Stutter/frame skipping since Avast stopped working

I play a MMORPG called Runescape and recently avast stopped working so then i called avast tech support they took remote acces of my computer deleted some programs and got it working again i then loged back on runescape and evrey 1-2 seconds i get 0.4-4second freezes
i installed all latest drivers and java and i tired un-installing avast and disabling it and it has been a few days now and no help. Help will be highly appreciated.

ASUS M5A97
RAM: 16gb Vengance Ram
Video Card: EVGA (Nvida) geforce gtx 460 (1gb)
Crosair tx650 PSU
CPU: AMD Phenom II Black Editon Quad core @ 3.2ghz

When you install your drivers, I suggest you uninstall your old ones first. In Windows Vista and Windows 7 uninstall through Programs and Features. That said, I would uninstall the game and reinstall it fresh.
